Dear fellow Ugandans and readers of Radiokatwe,
I salute you as always.
By now Ugandans have woken up to the realization that the "true" President of Uganda has made good his escape after looting Ugandan workers of their savings. This is a sad day in Uganda and goes to show how rotten and perverse the NRM has become when the richest prey on the poorest with impunity.
Other countries are trying to re-invent themselves by electing upright leaders while we are stuck with degenerates and criminals. A person stands convicted in the eyes of the public but nevertheless wants to become the President! Welcome to the true Uganda as envisaged by our so-called "revolutionaries".
Back to business and seriousness, ladies and gentleman, it is high time we put a stop to this theft and destruction of our country. By allowing the self designated "son" of one Amos Kaguta, Mr. Smarts and others still at large to loot, plunder our common wealth and despoil our beautiful nation at will, our docility is in itself a statement of our own character, and a decision which we may forever live to regret. These savings are for many the only hope they have for tomorrow.
When you see our parents, uncles, brothers and sisters daily flocking to various ministries looking for their pension only to be tossed up and down for years by uppity bureaucrats, do not forget they were once strong and healthy like most of the workers whose money is now being stolen. The fate of current NSSF subscribers should therefore be as clear as day.
During the Friday NRM meeting in Entebbe, MPs for the first time came face to face with he who calls the shots in this government.
The one and only "visionary" leader was stuttering and jumping up and down like a faulty electrical toy hooked up to Umeme's erratic power supply. Puppet that he is, incoherent statements shot out of him at unpredictable intervals like popcorn. Mr. Smarts meanwhile sat back coolly surveying the scene and full of smiles, having pre-programmed his toy to be controlled via "invisible" strings under the table. It was a pathetic, embarassing spectacle to behold as the presumed chairman generally made a fool of himself.
The situation become so shameful that Mama Janet could hold it no longer. It is from this angle that you are advised to view her reported sharp, public diagreement with her husband.
The fact is the first family (with the exception of the head who of course has known all along) is in disarray as the true extent to which Mr Smarts holds the alleged "almighty warrior" by the b***s (as the British would say) becomes clear.
Formerly almost cocky with confidence, it has dawned on Mama Janet that at this rate, their son Lt. Col. Muhoozi's undisguised desire to be the next President (never mind his capabilities) may come to nothing more than hot air as Mr. Smarts has made it clear he will not just let go like that.
Many both senior and junior army offices now openly joke that the true State House is somewhere in lower Kololo (where Mr. Smarts resides) and Kanungu is the true Rwakitura. Just consider this anecdotal evidence which is by no means exhaustive:
- When he wants to be Secretary General of the NRM Party, he demands and it is given.
- When he wants to travel using the Presidential Jet to regional meetings, he orders Yoweri who meekly complies, allowing Mr. Smarts to sit in his personal chair in the Presidential Capsule (cabin).
- When he wants a new ministry to be created for him, he gives the order and presto, a "Ministry of Security" is unveiled.
- When he wants a Lexus limousine similar to that of Yoweri, he demands and it is included under the State House budget for the Presidential convoy.
- When he issues an ultimatum that Yoweri sort out the mess on the Temangalo land or else, Yoweri has no alternative but to comply promptly inspite of the the certainty that he will come off looking like the big fool he is.
Citizens, what more evidence could there be to show who has the upper hand?
As their patriarch was being tossed about, the first family tried to regain momentum by playing a major part in mobilising a formidable anti-Mbabazi constituency (Jim Muhwezi and others) but all has been in vain. As long as Mr. Smarts has his powerful secrets well secured they are powerless to prevail against him. For your information, Mr. Smarts may have learnt of this trick from Chris Rwakasisi who has also kept a big historical dossier on Yoweri Museveni. Rwakasisi is currently on death row in Luzira prison.
In fact, it should not surprise that Yoweri is in talks with Rwakasisi with a view to persuading him to give up the dossier in exchange for huge sums of money and assurances of freedom. But Rwakasisi well knowing the snake he is dealing with has for the time being refused to take the bait. He simply does not trust Yoweri, and for good reason because as boss of Obote's spy agency NASA, he gathered many accurate facts about his now presumptious benefactor; which intelligence dictates that when dealing with Yoweri, the first rule is watch your back.
In addition, you should know that one Teddy Ssezi Cheeye's brief sojourn in Luzira Prison was a deployment to carry out a mission, and not merely the result of a collision with the law as Ugandans were led to believe (see Cheeye sent to Luzira - Oct 23, 2008 -Ed). Cheeye was tasked to negotiate with Rwakasisi after a well publicised, curious softening of Museveni's heart towards the prisoner. (see Museveni considers Rwakasisi pardon Oct 13 - 2008). But this is a story for another day which God willing, you will read of here.
Lately, on at least three different occasions, Mr. Smarts has been monitored confiding to close friends that he regrets having ever "allowed" Yoweri to become President, saying he badly under-estimated his foot soldier (Yoweri's) thirst and greed for power.
He has also been heard fretting that as long as Yoweri continues to have a strong hold on the Army by appointing only loyal Bahima generals, he stands little chance of upstaging him. But that nevertheless, ultimately, he is determined to extract his full share of "the meat".
Ugandans should know that Mr. Smarts was meant to have become the president 4 years after we captured power in 1986. The idea was that he preferred to come in as an elected leader rather than a gunman who captured power. He has always regarded the gunmen he is associated with as people of a lesser brain.
Meanwhile, keep your ears and eyes peeled for the upcoming tournament of power as the two camps tussle it out for the higher ground. The First family are not ready to hand over power to Mr. Smarts without a fight.

Dear RK, I hope after the Struggle we will all meet in Kampala for a Drink! Salute to my Brother in Arms Capt. Vincent. You are doing a risky but important job. keep it up!
AS I once wrote about our having burst up Museveni during the Luweero days, I am also aware of Mzee Rwakasiisi's dossier of intelligence we pieced together during our Nasa days! Even if Mbabazi meets a sudden death, we have enough evidence to pin Tibahaburwa! Only time will tell.

RK, it transpires that Kaguta is planning to do a mayombo on Smarts. But so far Smarts has been cagy of eating out or at any event any where. He carries food and refreshment flasks from home!
