Acholi Association writes to MPs

Dear readers, 5 months ago, we published a story, Land grabbing Generals and Museveni's 'sugarcane': It's what lies underneath that land warning Ugandans that Museveni and his 'investors' had ulterior motives in the land grabbing in northern Uganda.

Now they have come out to say that they have found a lot of oil in Amuru. Biggest oil well found in Amuru Monitor Jan 14, 2008

In the letter below, Mr Amone urges MPs to take a firm stand against the machinations of Museveni and his foreign backers as they salivate greedily over the potential wealth in that region. Read on:-

Dear Hon Members
Re: Supporting the NRM Land Bill is nothing but Endorsing the Establishment, Entrenchment and Expansion of the Museveni Dynasty, in Uganda-Everlasting Mistake.

I want to remind you the Honourable Members of Uganda Parliament irrespective of the circumstances under which you came to the House, yet your political party ticket is not the most important issue now; that the current Land Bill being pushed through the House, to become Land Act with all its ramifications and implications to the nation of Uganda, has already been decided upon by the same corrupt gangsters, of the ruling clique, for you to endorse. Supporting such a Bill to become Uganda law is directly or indirectly endorsing Tutsi establishment, entrenchment and expansion, a lifetime mistake and curse.

An Honourable Member of Parliament, in any and all Democratic principles is entitled, obliged, representative, opinionated to interests of their electorates, not a corrupted few, unless under the influence (of Kisanja). You are entitled to vote NO, to corruption & evil. Remember also dear Honourable Member especially you of the NRMO, that this Land crisis, honestly, is not an NRM issue. It is a wanton and corrupted interest of the ruling clique, oiled by foreign interests; you are only conned to rubberstamp, against will, interests and long-term need of your individual constituency and the people of Uganda. Your forefathers who struggled and clamoured for independence in Uganda said NO. Even now, if you were to support the Land Bill you would be rolling back independence. Directly or indirectly giving Uganda land back to the Neo-colonialists under the guise (investments) undermines our forefathers' struggle for Uganda Independence and I strongly believe, any YES votes would turn them inside their graves, a curse upon you, your children and your children's children. You may want it, but your descendants will not like it, your constituents would vote NO, the rest of Ugandans don't want it either and they have always said NO. If you doubt it, move it for a National Referendum.

  1. Land-Grabbing in Acholi indirectly by Museveni is the one Step in the Wrong Direction; but an Example to the Rest of Uganda, that no Land in the country is Safe - so don't Sleep!
    • Why does Madhvani not negotiate directly with the people of Amuru, under the watchful eye and learned guidance of elected representatives, should Madhvani be the real person/s interested in that piece of land? Who told Madhvani that Acholi people want nothing else grown in that Amuru part of Acholi, but sugar cane?
       
    • Why should it take none other than Colonels/Generals of the NRM regime to apply for say 40,000 hectares of Acholiland with repeated military threats, to take over such big chunk of land, at all costs?
       
    • Why should the so called squatters, those herdsmen wherever they come from on earth and you are not allowed to remove them from your own property/land want to settle in Acholiland or other places in Uganda and not where they originate from, in the first place?
       
    • Why should Oil and Minerals excavation not be open and the responsible drilling/mining companies be allowed under law, to talk directly to the Landlords, in the presence of the elected District and Parliamentary representatives?
       
    • Who are the Investment companies and where do they come from, will the MPs from the affected areas be allowed access to their company profiles in order to give qualified advice to the property owners or the Tutsis want to disguise under the cover of the NRM?
       
    • Will the Investment corporations or countries make independent visits to and public discussions with people at the sites they want to drill oil or mine minerals, without the threatening control of the NRM regime?

    Whether they come under the guise of an NRM General, Madhvani, any other Investor or Mining/Oil companies, we know that Museveni heads the Tutsi clique that continues to attempt Land-grab Acholiland and Uganda. Acholi people have since said NO to all attempts by different machineries, purportedly of the NRM, to take over Acholiland, beginning from Amuru. Conferences, Seminars, Meetings, including bribery visits by invitation to State House, have never yielded any affirmative support of Acholi people. Elected Acholi representatives have witnessed the fact that Acholi people in all the four Districts are opposed to the Tutsi Land-Grab scheme. Will the rest of Uganda follow suit, or be duped into agreement by their MPs? It is, therefore, your responsibility as a public representative to vote NO!

  2. Land Will Remain Last Asset of the Common Man in Uganda.

    The NRM brutal regime will not dare face the common man by any means, to transfer Uganda land back to the colonial past however forceful the test or tricky the law. Land in Uganda will always remain the last battle ground of the common man, even if the regime were to sell off everything to slavery as they are, including human beings. Ugandans will continue to protest and never relinquish control of their land. Land will always remain the last asset of the Ugandan common man. Ugandans supported the 1995 constitution for the sake of protecting their land, nothing much.

    The most and only defence of the common man left now is you the MPs, to safeguard the constitution without betraying your own people, into voting to remove that blanket cover-the constitution, however twisted. Through that NRM constitution you can still protect your people, properties and land where possibly applicable, in accordance but rigorous application and defence of the law.

    You will do this in unison hope that one day the Museveni clique will vanish and indeed they will, to leave Uganda come out of the current bondage and affliction, to realise and recover the time, efforts and resources lost as a result of the long-term waste.

    Remember also, that the future of the country and Uganda generations to come depends on your decision and indeed what you will do now, the your manner of voting will determine whether that future will be rosy or thorny for your descendants and descendants of other Ugandans who are within or without. It is a responsibility to the voters and an obligation to Uganda, in itself.

    If you accept and implement this free advice, it will assist you the MPs, corroborate very amicably with your constituents and any investments or whatever development issues come at all, your presence and counsel will always be called for; however, should you overlook and/or rubbish this simple advice, except those directly involved in the corrupt plot, your constituents, the ones likely to suffer, would turn radical against you; they will harmoniously, seriously struggle to ditch you from parliament. If you doubt my concern, cast your YES vote Tuesday, and get ready to face the grilling of the constituents.

    Finally, the people purporting NRM/A/O/UPDF have exploited you the elected representatives of the people positions in Parliament, a long time; is it not time now, for radical principles to deal with radical dictatorship?

  3. Museveni clique Establishment, Entrenchment, Expansion and Control of Uganda Land, Criminal Acts and must be resisted at All Costs.

    Pause for a moment and consider what has been happening over the years, within Uganda both militarily and party politically. From recruiting and eliminating other people in the NRA/UPDF by the ruling clique especially the Baganda commanders, to crushing of resistance and massacres of the Teso in the East and Langi in the North East, to the killings of West Nile key officers and soldiers of many opposition organisations; worse of all, dehumanisation of the Acholi first followed by proper military hegemony, to "wipe out" but yes, they killed, as if that was not enough, detention in the concentration camps for more than a decade of a people and inflicting them intentionally with the killer HIV/AIDS disease, is wiping out. Yet, the destruction of a peoplefs culture and traditional practices is another.

    Godfrey Masaba told me recently that the accusation of the LRA by the NRM regime, for cutting some people's mouths, ears and gauging out eyes are false as the practices were done by NRA/UPDF under orders of the Commander in Chief-General Museveni.

    All of you the MPs, learned members of the House should by now be aware of the fact, that Yoweri Museveni has orchestrated and committed genocide against the Acholi people. We have lost countless number of our people and still continue to lose many more, through reckless policies of what is supposed to be a government. The NRM regime through none other than their leader General Museveni stated he has many ways to deal with his enemies/opponents and yes, he continued unabated, the killing of my Acholi people. My personal appeal to you today is to use your vote as a Protest for the Killings and Mistreatment of Acholis, whose land of their dead are being taken away, by the same tormentors, vote NO!

    You remember freshly the continued banning of Multi-party politics in Uganda by the same insiders of the Tutsi clique, under General Museveni, portraying themselves as a movement and not a party; claiming after almost forty years of independence, that Uganda was not yet politically mature and therefore not ready for Multi-party politics. What was that if not suppression of other intellectual abilities, meanwhile establishing and entrenching themselves, the Tutsi institution at the expense of the nation?

    This clique are now masquerading as NRMO and have extorted Uganda of all her former glory and sold her virtues; Health, Education and Wealth especially, making people even poorer. It is your responsibility as MPs now, to hold back the trend of events by voting NO to the Land-Grabbing!

  4. Tutsi Regional and International Establishment, Entrenchment, Expansion, Operations and Control of Events must be halted.
    Look for a moment at the implications of Tutsi regional establishments; they are now peacefully settled in Ethiopia, Uganda, Rwanda and Burundi; with sizeable influence in Sudan, Kenya and Tanzania; waging fierce wars in Iraq, Somalia and Congo (DRC), as means to justify the end result. Now, they have even gone to the UN Security Council to cover-up Crimes against Humanity, Human rights Crimes and Genocide against people and moreover, to cause more confusion with false claims of control.

    Don't be deceived to forget, but the Tutsi Agenda is real and dangerous; establishment, entrenchment, expansion and control of wealth of the nations wherever they find themselves, and at all costs. If it means massacring people they will do it as they committed genocide against my people Acholi and quickly put propaganda advert to blame it on the LRA. Now General Museveni is freely squandering Uganda's national economy.

    General Kagame and RPF did in Rwanda (killed over 4million people), and put similar propaganda blame on the Hutu Militia, the Interahamwe and gained enduring military and economic control of country Rwanda;

    Now General Ankunda is killing countless Congolese in DRC with the support of the other Tutsi regional leaders and Western Neo-colonial powers thus, claiming control of Eastern Province of the country, Kivu. What we now know is that the Ankunda rebels, heavily supported by Museveni's UPDF and Kagame's RPF armies, are killing mainly the descendants of the originally Luo inhabitants of the Eastern Congo area: the Lendu, Okebu, Alur, Jonam and others, in order to depopulate the area and establish, entrench and expand Tutsi Dynasty and control the most wealthy region of the DRC. This is a new crime against Humanity being committed in the very watchful eyes of the international community, but praised continuously by the BBC, unlike the conspiracy of silence when Museveni continues to commit genocide against the Acholi.

    Remember also, that the Great Lakes Region project is a Tutsi haven for criminal enrichment and has nothing to do with other humanity. The political leadership, the economic infrastructure of area Tutsi designated, but have nothing to do with other nationalities, who would only serve as slaves of the Tutsi establishment.

    The world has gone back to the time in the sixties when Rwandese Tutsis used to spit their precious saliva only in the mouths of Hutus, not to be wasted on the ground/soil; and when Tutsis travel in a bus occupied by Hutus, they were the only ones present in the bus; Hutus were not considered human enough. Would you still vote YES for NRM land Bill?

  5. Acholi Association is well Informed, Principled and already Decided against whatever the Tutsi Agenda especially on Land with Related Resources, implemented either by Museveni via the NRM or by another General as Follows:

    1. Acholi Association is well aware of changes in Uganda Land Laws from start to present time, concerned about and opposes laws intended to grab Acholi Land.

    2. Every inch of traditional Acholi Land belongs to Acholi cultural community.

    3. Traditional and economic use of Acholi Land in conflict period will be amicable.

    4. Any use of Acholi Land that threatens Acholi cultural sovereignty is suspended.

    5. Future re-organization of re-settlements when peace is restored, will be done after an Acholi conference, organized and attended by Acholi cultural and political leadership.

    6. Economic use of Acholi Land is not a priority while peace and security still does not exist in Acholi.

    7. No wealthy individuals, organizations, or governmental authority will be allowed to grab Acholi Land. Any attempts will be resisted by Acholi people, at all costs.

    8. Each and every Acholi is responsibly obliged to protect Acholi Land, at all costs.

    9. All Acholi Land forcefully taken during conflict will be returned with compensation

    10. No investments will be allowed on Acholi Land until Acholi people return to their traditional homesteads, to freely negotiate convenient terms, with investors.

    11. No unidentified structures will build on Acholi Land without prior consultation and joint agreement of Acholi cultural and political leaders.

    12. Acholi Land is communal, not for sale or purchase; any body does so at his or her own risk.

    13. Major decisions on Acholi Land by individuals, traditional or political leaders will wait until peace and security restore, and Acholi people resettled.

    14. Extraction of minerals and oil in Acholi Land will only be done during time of peace.

    15. Global interest in Acholi Land will not supersede United Nations convention and position on customary/traditional land ownership. The above Resolutions by Acholi Diaspora were co-ordinated with Acholi in Uganda and are binding. They are irrevocable by anybody until peace and security return and Acholi people resolve in a Conference in Uganda, to update or abandon them, as accomplished.

    I salute you on behalf of Acholi in Diaspora, Acholi in Uganda and on my own behalf, appealing to all you peace-loving Ugandan MPs and Ugandands outside Parliament, to oppose and reject the intended land-grabbing and corrupt practices that are to result from the amendments of the Land Laws.

Whereas Radio Katwe acknowledges that Mr Amone has an important message to deliver, we object to the use of racist terms to frame issues.

If it is wrong for Museveni to indiscriminately label, tarnish oppress and massacre a whole people - the Acholi, then by the same token, it is wrong for Tutsi or any other racial group to be labelled and targeted in the same mindless vindictive, simplistic way.

Unless one can say it is wrong when Museveni and his group do it, but it is okay for others.
