Dear readers,
As you have read from our earlier report today, a local newspaper Daily Monitor and an online one Black Star News has reported that President Museveni has been trafficking in dangerous chemicals on the international market. The paper said on July 30, 2008 that an aide to Museveni called Lt. Ananias Tumukunde was caught in London as part of an operation to buy and bring deadly chemical weapons to Uganda.
Now fellow citizens, we may disagree about many things but let us agree on this one
First, this is not an accident, that people did not know what they were doing. The law is very clear on this matter.
Uganda is a signatory to the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction.
This treaty states in part that :
1. Each State Party to this Convention undertakes never under any circumstances:
(a) To develop, produce, otherwise acquire, stockpile or retain chemical weapons, or transfer, directly or indirectly, chemical weapons to anyone;[Emphasis added]
(b) To use chemical weapons;
(c) To engage in any military preparations to use chemical weapons;
(d) To assist, encourage or induce, in any way, anyone to engage in any activity prohibited to a State Party under this Convention.
2. Each State Party undertakes to destroy chemical weapons it owns or possesses, or that are located in any place under its jurisdiction or control, in accordance with the provisions of this Convention.
The second fact is that there is one and only one use for the dangerous substances "Chemical Ananias" is alleged to have been trafficking, that is to kill. And in this case judging from the destination, to kill Ugandans.
The third fact is "Chemical Ananias" was not acting alone, or privately. Given the fact that State House has been actively representing, trying to secure his release or at least gain leniency from the British authorities since he was apprehended on money laundering charges several months ago (see "Another State House official nabbed in the UK" of 03 May 2008 on our front page), we can only arrive at one conlusion, that he was acting on the orders or at the very least knowledge of State House. Since there is only one bull in that kraal, the president himself cannot escape being a prime suspect.
In this age of instant banking, "Chemical Ananias's" preference for carrying thick bundles of cash should be seen in this light, that the master mind behind this scam was trying to evade traceability of money transfers. How long this has been going on is not yet known.
From these three facts, the only question which remains to be answered is who was going to be Museveni's target with these deadly materials? Since it is illegal to even possess them in the army, Ugandans should start asking what Museveni would need chemical weapons for except to murder Ugandans. And how many have already succumbed?
It is regrettable that we have no health system to speak of, Museveni's government has not only failed to put up any hospital, but has seen to it that the health delivery system put in place by previous governments is collapsed. This has two important outcomes, first, when someone falls sick, doctors are at a loss to dignose the illness. Should the case be sophisticated poisons like the ones "Chemical Ananias" is said to have been shopping for, then the case is lost because the best our local doctors can do is test for and treat ordinary organic poisons. The second effect is that serious forensic analysis by pathologists is almost impossible in the country. So even after the person is dead, little can be done to determine the cause of death. You can see that in this scenario, someone with a diabolical mind can commit the perfect crime, where he can never being found out.
There are many "poison" and mysterious death incidents of the past few years. Some others we have been talking about in previous reports but we shall just mention a couple.
Back in 2005, Winnie Byanyima blew the whistle that "poison spray guns" had been smuggled into Luzira prison to kill her husband Colonel Kizza Besigye while he was being held there on trumped up charges.
Brig. Noble Mayombo we know by now was eliminated using poison. We should also note that some of the people who the government appointed to investigate his death are the very ones caught up in this new WMD scandal.
Capt. Namiti died in Ward 4B at Mulago Hospital of "acute poisoning". He was admitted and treated, then after showing signs of recovery, his condition suddenly worsened and he died.
There are many others but since they are no longer with us, so we can look at the possible next targets. Daily Museveni is seething with anger that his secrets are being leaked to the media and the public by people who work close to him in State House. Could he have been preparing to eliminate suspects in his inner circle slowly one by one? We must remember that this has always been his favorite hunting ground of killing people who are close and seen as rivals.
Then there is another group which has emerged recently. These are former beneficiaries and ardent supporters like Jim Muhwezi, Henry Tumukunde etc who have now become vocal "reformers" after being unceremoniously kicked off the high table.
Museveni could also be thinking long term and he knows a good number of senior army officers detest his regime, and more so his plan to force his son Major Kainerugaba on the presidency.

In addition to these highly visible targets, we must think wider to the general population and avoid being caught off guard. We must not forget that they are called Weapons of Mass Destruction (WMD) for a good reason. You will recall that during the demonstrations against the sale of Mabira forest and other demos by the Democratic Party, protestors kept complaining that the "tear gas" which was being used by "police" (read Museveni's agents dressed in police uniforms) left a serious itching pain on the skin. Normal tear gas does not have such effects. It irritates the eyes and nose but not the skin. No one should have any doubt that Museveni is capable of using dangerous chemicals against the general public but was this the case?
A source who knows Museveni well from his days of UNLF said that is the way he operates and we should start seriously monitoring the public water supply. We appeal to patriotic citizens in all sensitive places to be on extra alert and tip someone off should you notice anything unusual. We are not dealing with a normal dictator.
We shall try and monitor this serious story when we get more facts.

Mr Silas P., please be patient. Your letter is very important, but it is still being cross checked, the poisoning incident you mentioned cannot be verified yet. We are waiting for the two individuals mentioned to respond. Feel free to send more details which you have. Thank you.

Now that the cat is out of the bag, that the killer has been dealing in biological/chemical weapons to destroy real and imaginary political opponents, there is nothing whatsoever that shall shield British and US hypocrisy on Uganda and M7.
The two western powers who claim clean leadership credentials must now cut diplomatic ties with the dangerous African tin-pot dictator. Uganda missions abroad especially the UK/US are transmission sites for money/drug laundering, political assassinations etc. The chemical suppliers are reputable Western Europe (Denmark) who also supply the US/UK 'market' for the same deadly weaponry.
The hype against Robert Mugabe must end since Mugabe does not go beyond simple means of causing injuries to political opponents. He even talks to them.

Ugandans, Mass Murder is certainly not Beyond M7.
Dear Readers and Transmitter of information from Radio Katwe,
I read with fear, sorry, trepidation about the acquisition of Chemical weapons by President Museveni's personal agent Ananias Tumukunde. My fear comes from the connection of several facts that have been occurring in our midst for many years, but which we have tried to shield our selves from for long, because accepting the reality would have shattered the shred of hope and pride we have as a nation.
By the way anyone who believes Mayombo died only of natural causes should think again. Another officer, a few years earlier, by the names of Brigadier Kamwesiga and hailing from my home district of Ntungamo died under similar circumstances. He shared a bottle of wine with a friend by the names Salim Saleh. That was the last bottle he ever drank. Kamwesiga died under suspicious circumstances. No inquiry was carried out.
When Paulo Muwanga died soon after he was freed from jail, Ugandans whispered there was an evil hand, a poisonous hand that facilitated this man's death. We shielded our selves from this. There was no inquest. Only his children and relatives know how deep their loss was.
The other cases of mysterious deaths about which the truth will not come out, as long as President Museveni is in power have been detailed elsewhere on RK and I will not tire you by enumerating them again. Let me turn my attention to mass extermination and the acts that reveal the evil we live with:
(a) The Luweero War - President Museveni you are in the dock. The UPC government which you taught us was responsible for the mass murder in Luweero is accusing you to be behind a sizable number of deaths in that region between 1981 - 1985. Can you and your apologists come clean and tell us the deaths you and your army were responsible for and those that were surely those of your adversaries?
(b) President Museveni what really happened in Teso? The World only knows of the Mukura train wagon incident, because it was near the road and railway crossing. The whole of Teso from Kumi, Katakwi, Soroti, Kaberamaido was destroyed between 1987 - 1992. Cattle were looted, women were raped, the population was displaced, mass murder was committed in so many locations. Of course you have a perfect scapegoat - you were putting down a rebellion and there are also the Karamajong warriors. But is this all? Why can't you put a Truth Commission for Teso so that the spirits of the dead in this area can finally rest? How many people in the area were killed and by who? How many households lost members and property and to who? How many of your soldiers rapped women and what proportion of the rapes were from the Karamajong and the rebels?
(c) Acholi - do I surely have to detail the question marks surrounding your actions and inactions and the painfully outcome of all this? Can you and your new friend Onen Kamdulu now tell us the truth and convince us that it is not mass murder that was carried out here in Acholi land?
(d) The Kicwamba inferno - Sir, is the next case you should be indicted for. By the way have you ever compensated the families of the victims of the young men, who went to bed that night trusting your soldiers and intelligence machinery were protecting them?
(e) Kanungu next - You appointed a Commission around the March 2000 Kanungu Massacre. Now tell us your Excellency, what were the findings of that Commission in which over 1000 corpses were discovered? If it never produced the report. Why? What were you covering up sir in the Kanungu massacre and the mass graves surrounding that cult? What was the link between your RDC (and hence your government) and this heinous act which you refused to investigate. Remember, Ugandans who pay for your welfare have a right to know what happened. You are not doing us charity by telling the truth.
(f) Congo - here there are UN expert reports. You were proved guilty and as a result Uganda has a debt of US $ 10,000,000,000 slapped on the nation by learned judges in the Hague. Not even the legal expertise of then Attorney General Bert Katureebe could save your Government, and by extension Ugandans, from the Congolese indictment.
(g) Recently, the Government of Southern Sudan has put your army on the spot for the massacre of villagers in the area. I am inclined to believe that you approve of this act of committing crimes and attributing these to Kony, since you have not in anyway reprimanded any of your soldiers for this act, months after it happened.
In connection with the chemical weapons and the plans for which you, through Ananias Tumukunde, were acquiring, can you tell us what happened to the guns you gave to pastoralists in Nyabushozi in the 1990s? I know some of these were seen in Teso swamps later when the same groups were using them to intimidate the hapless civilians in Soroti and Kumi. Where are those guns Sir? How many have you issued out to these pastoralists? What for?
Ugandans, the connection of the guns, the distribution of Balaalo and now acquisition of chemical weapons makes me uneasy. Be afraid, very afraid. Someone who believes in "crushing", "killing", "finishing off", "putting six-feet under" of human life and is reluctant to investigate deaths of thousands can be very dangerous and may be driven by an evil hand similar to that which was reigning in neighbouring Rwanda in the early 1990s. The warning signs were there, but the World ignored them to the tragic end.

The story about "Museveni aide "bought chemical, bio weapons" leading to weapons of massive destruction is very worrying and ashaming.
This is very dangerous.
1. Imagine when this chemical is put in tie gas?
2. Imagine when this chemical is dropped in water tanks for school children?
3. Imagine when this chemical is given to animals on farms for opposition members?
4. Imagine when this chemical is mixed with DDT under the campaign for spraying DDT and it is sprayed in homes for all opposition supporters and other officials.
I am afraid if DDT spraying was to involve weapons of massive destruction then many opposition members and families would die mysteriously.
This is terrorism.

WARNING BELLS, CHEMICAL, BILOGICAL IN CORIDORS

The reality is yet to be known, but Ugandans irrespective of their political preferences the fact is; several people have already been listed for elimination.
Although, Ugandans should be grateful to those young men/women who made a break through to make this known to the public a very huge list is in waiting of those to get infected with chemical, biological, radiological substances.
This is the only way "Chemical Tibuhurwa" [Museveni] is planning to outsmart his political opponents. To reduce the size of those opposing his power-hungry.
In a few months you're going to see a big-wig succumbing to these deadly chemical and biological weapons.
The message sent today in both the Daily Monitor and Black Star News, has been directed to leak information to those with ears. The aborted consignment which "Chemical Ananias Tumukunde" and Lt. Chemical Rusoke Tagaswire had gone to execute had been targeted for more than three members of the public in the 8th (current) parliament.
Four members of the armed force including; a one Lt. Gen., two religious leaders, and two traditional leaders. This is not a laughing matter but a serious warning to all Ugandans.
There is a plan to minimise chaos in case the real mission crops up.

Thanks for exposing the selfish ambitions of the museveni led government. I know they are looking all over the world to locate you and stop you but they also forget that it is now the working of GOD to protect the innocent.
Concerning the WMD, The Kabaka, his wife and the arrested 3 mengo officials should be checked by doctors abroad to find if they are free of the poisioning chemicals, radiological and biological weapons so that they get treatment and stop the slow death that could be in waiting. Already Betty Nambooze is sick, WMD?
I advise that kaguta's insisting to hold direct talks with the kabaka has something fishy and kabaka should not get any near to museveni to avoid the possibility of being poisoned.
The Nsibambi(s) have been conned into appologising to Mengo over the stupid arrests of 3 mengo officials to allure the kabaka into holding talks but their scheme is to expose him to death. Dear Kabaka, we know those around museveni have turned into buganda's traitors because they have been promised vice president position, ministrial positions, free land and money.
If it were acceptable Kabaka would start cooking his own food because the infiltration of state security personnel with their killing chemicals cannot be under-estimated. Indeed kabaka please throw off the current security detail and constitute a new security detail that you trust right from the kitchen to office, and dont forget that your father died of poison.
Now that Mzee Byanyima who helped museveni grow describes kaguta as a selfish, greedy and a lier, ugandans should denounce and work together to oust museveni before he turns Uganda into a hiroshima and nagasaki with his WMDs.

The exposure of Museveni's chemical and biological weapons' deal brings to repute RK. If my memory is right, RK had warned Ugandans of the use of lethal agents by Tihaburwa's bunch of killer vermins.
What is important now is that Ugandans push for answers to this. No body is safe with this criminal.
Most important we should implore parliament to debate this issue. I know that that House has no teeth and is inhabited by stooges of the tyranny but even a mention of of the issues would create an international awareness of the dangers that we face as Ugandans.
Secondly, we in the diaspora should push for countries that still prefer darling status on this blood-thirsty despot to re-think their position. In this case friends in UK, US and Scandinavia, where the mad dog still enjoys some levels of support, should make presentations and complaints to those governments.
The opportunity is that in those countries there is a level of democracy that enable the people to force their government to re-think its policies on such destructive regimes such as Museveni's.

Thank you Radio Katwe for your service of educating Ugandans of the dangers they face. After reading about WMD, I feel some investigatuion should be done to acertain the origin of Heapatitis B, which is now finishing the acholis.
