Dear readers, in response to the story linking a top Museveni aide Mr Ananias Tumukunde, to a Danish national Mr Tobiasen who allegedly supplied chemical and biological weapons to Museveni, a Mr. Ian Day the Operations Director of the UK company which Mr Tobiasen works in responded saying they supplied equipment to detect poisons and chemical/biological weapons, but do not deal in these dangerous substances.
This is Mr Day's response in full as published, including the Editor's note from Black Star News. For the original story visit Black Star News
Please may I introduce myself. I was the Operations Director for the Ugandan project which your article of 29th July "Uganda Acquired Chem Weapons: U.K. Official," refers. As Operations Director, I was responsible for operations and training, not contracts and finances.
First of all – your article is grossly misleading and completely inaccurate, in fact it is possibly libelous and personally damaging to me and Mr. Tobiasen.
We DO NOT DEAL IN CHEMICAL, BIOLOGICAL, RADIOLOGICAL OR NUCLEAR WEAPONS. We are a UK-based company, completely cleared by the UK government to supply equipment to many governments throughout the world, including Uganda. All equipment supplied had full and complete UK Export Licenses, authorized by the Foreign Office and the UK Ministry of Defense.
The equipment supplied to the Ugandan Presidential Guard Brigade is designed to DETECT the presence of somebody/some group trying to use poisons or chemical/biological agents. We supplied this excellent and widely used detection and protection equipment to protect Her Majesty Queen Elizabeth and 52 members of Her Majesty's Commonwealth Heads of Government during the November 2007 CHOGM Meeting held in Kampala.
I was personally in charge of operations and training for CHOGM so I know exactly what was sold and for what purpose. The Ugandan Government have NO CAPAILITY to use Chemical or Biological weapons, neither would they want to.
Mr. Tobiasen has nothing to do with operations and was the Financial Director of the company which supplied this detection and protection equipment. To refer to him as "Doctor Death" is both scandalous and libelous. No body in the Western World deals in Chemical or Biological weapons. We are all part of the UN Weapons Convention and believe strongly in helping all governments over the world to counter the awful threat that some rogue governments currently pose. We are regularly inspected by UK Government Officials (both the UK and Danish Governments have some of the strictest rules anywhere in the world).
Please do not hesitate to contact me should you require any further information. I would very much appreciate these facts being put straight in your, frankly, libelous article.
I cannot comment on the current court case against Mr. Tumukunde and Mr. Tobiasen. Please correct this damaging and grossly incorrect article.
Mr. Ian Day
Editor's Note: The writer may be referring to an article in another newspaper. The article about Uganda and chmeical/biological weapons on blackstarnews.com did not name any company or make any reference to Mr. Ian Day.
The article discussed the court case against Mr. Tobiasen and his alleged accomplices. The article speaks for itself and information in Mr. Day's letter, including the fact that his company supplied equipment to the notorious Ugandan Presidential Guard Brigade is news.
Radio Katwe Editor's note:
1. A Mr Ian Day is listed as Operations Director with a UK company called The CBRN Team Ltd,
(CBRN stands for Chemical, Biological, Radiological and Nuclear). Website http://www.thecbrnteam.com/
2. Mr Niels J. Tobiasen is listed as Managing Director.
3. Mr Day refutes charges that have not been made, and answers questions that have not been asked or are irrelevant.
Mr Day's involvement with CHOGM security Nov 2007 does nothing to quell suspicions about these new charges because Mr Ananias Tumukunde was arrested in April 2008, and at the moment, his case is connected to Mr Tobiasen, not Mr Day.
4. As far as we can tell, it is Mr Tobiasen not the company being investigated, though that may change according to what the UK authorities find.
5. The companies legal status, performance of licenced activities or good standing with its clients are not in question. Though it should be noted that in general, it is not uncommon for entities to camouflage illegal activities with legal ones, and often this is the best way to commit crimes undetected or with impunity.
As an example, for us in Uganda the Museveni government through its agents in legal and quasi-legal bodies like CMI, JATT, PGB and Police frequently operate outside the law, while loudly insisting that they are in fact acting within their charter for the common good.
6. By the very nature of their work, CBRN Team Ltd employees are best placed to assist or advise someone acquire, conceal and or safely transport dangerous (CBRN) materials.
7. Very small quantities are sufficient to do great harm. Experts can produce doses or concentrations to low levels which are harmful only when ingested through food and drink, directly inhaled or injected.
8. This does not have to be a government-wide operation as only a few people need to be involved. The private and criminal nature of Mr Anania's method of transporting cash points to such an arrangement.
9. Mr Day is yet to say on what authority he stood to confidently declare the Museveni government is not only incapable of using, but also completely uninterested in chemical or biological weapons.

"Mr. Operations Director Death" defends "Doctor Death",
Mr. Ian Day informs Ugandans that; "We DO NOT DEAL IN CHEMICAL, BIOLOGICAL, RADIOLOGICAL OR NUCLEAR WEAPONS." He fails to inform the readers what do the initials CBRN means. The fact that Mr. Ian Day deliberately decided to remain silence with the initials of CBRN, he knows and has something he tries to hide from the public. "Mr. Death Operations" [Ian Day] main reason to defend Niels Jorgen Tobiasen they both bore the murderous, business minded hearts ahead of the lives of million of Ugandas.
"We are a UK-based company, completely cleared by the UK government to supply equipment to many governments throughout the world, including Uganda," further writes Mr. Ian Day, taking Ugandans for granted and they can buy any rubish and tale.
By the fact that UK government granted licence for exporting equipments, they were meant for Ugandan government but not to Private individuals as you have stated that you supplied equipments to Presidential Guard Brigade.
Mr. Ian Day should inform the world and Ugandans in particular when Presidential Brigate became a national army.
All informed Ugandans and the rest of the world they know that the national army is Uganda People's Defense Forces (UPDF), but not the Presidential Guard Brigade (PGB).
Mr. Ian Day's letter in Black Star News, (See: http://www.blackstarnews.com/?c=122&a=4737) published Thursday, July 31, is a total mislead and an insult to Ugandan population together with the victims of this deadly diseases.
Mr. Ian Day goes on to tell people that in western countries there are no people who can engage in the chemical and biological weapons, but history tells us that, in the later 70s up to the early 80s, the former Iraq dictator was equipped by the west to fight against Iran but later upgraded the weapons and were used against his own people and Iranians.
Mr. Ian day is not telling the truth here by hiding the crime committed by his own company against Ugandans. Reliable source informs us that Mr. Ian Day's company actually lied to the UK court that they didn't know that Ananias Tumukunde was actually an advisor to President Museveni.
Mr. Ian Day is not telling the truth that, his company has been dealing with Ananias Tumukunde and the fomer priest Rusoke Tagaswire for over 3 years before Uganda was announced to host the CHOGM.
Will Mr. Ian Day, swallowed his own words when information come into the public domain that, his company is CBRN and it was dealing with Anaias Tumukunde prior to the Malta conference where Uganda was declared to be the candidate to hos the November 2005, Chogm conference.

Uganda spends about 150 million green bucks, American dollars lobbying the double edged western countries to keep him and his cronies in power.
This is done thru multi-nationals and also individuals like Rosa Whitaker.
The western imperialists pretend to be caring about democracy and human rights of Africans but this is all falsehood and pseudolism. what they want is their interests taken care of.
Mean while Mubarak and Museveni discussed indepth on the Iran crisis, American and Israeli agression on this Arab state continues. Plus joint military training since Egypt is the biggest military aid recipient in Africa, Museveni's ambition is to replace Egypt as the no. 1 aid recipient. You see him rushing to sign these nuclear protocals its not for radio therapy equipment in Mulago for cancer treatment nor is it for generation of electricity, its for nuke ambitions. be very
scared.

Dear Radio Katwe,
Please allow me a space to make a few comments/suggestions on your website regarding your posting on 30/07/08, captioned "M7 aide Ananias Tumukunde linked to chemical weapons: UK official".
According to the report a Danish national one, Niels Jorgen Tobiasen and two other Ugandan co-accused, Ananias Tomukunde and Mr.Rusoke Tagaswire (still at large), M7's Advisor on Science and Technology (of death?) are expected to answer charges in Southwark Crown Court, London, scheduled for 22nd September, 2008.
As I was about to forward my posting, when your editorial comments, of 01/08/08 captioned "Ditector of U K Company denies supplying M7 with chem. Weapons" came through. I agree entirely with you comments/observations and will not go on to restate them in this article.
To RK readers and most Ugandans, this revelation does not come as a surprise. The obsession of M7 and his Hima/Tutsi kinsmen with death, a culture which is a direct import from Rwanda, their cradle land, is apocalyptic, to say the least. In the history of post colonial Africa no country in the continent has been more abused than Uganda for having made the mistake of allowing refugees to take up high offices in their country. As a result we have already paid too high a price; the looting of our natural resources and the loss of millions of our citizens, first under Amin and now under M7. I shudder to think that the price of driving them out of the country may prove, much higher than we paid to drive Amin & Co. out, especially if we give them more time to obtain biological and chemical weapons which they are frantically trying to acquire.
The mysterious deaths of so many Ugandans, especially those who have had the misfortune of being jailed/detained by the regime, the outbreak of strange diseases eg, Ebola and the current hepetatis E in Acholi, etc, will need to be reinvestigated by independent experts, after this regime is sent packing. It is therefore of utmost urgency that this cancerous growth in our country be excised immediately. The "eating" culture has been responsible for passively allowing the abuse of our sovereignty by these foreigners to go on for so long. When a snake enters your house, it would be utter folly to say "let me eat first and kill the snake later". This has been our attitude for the last twenty odd years!
For two decades Ugandans, inside and outside have been appealing to the so-called international community, that M7 and his cohorts are just a bunch of criminals but they continue to pamper him with praises, describing him as "an example to the rest of Africa"; they even continue to approve his rigged elections. Over the years, especially the British media, have exhausted all their superlative English vocabulary in praise of M7. To those who know the British, it is a sign that the victim country is being "milked properly".
Some of us are old enough to remember that when revenue from Nigerian oil was flowing freely in the 80s/early 90s into Britain, during the reigns of Gen. Yakubo Gowon, Gen. Buhari, and especially during the reign of President Shehu Shagari, Nigerian leaders were routinely invited to wine and dine with the Queen and a selected team of British nobility, just like M7 was, last year. After their egos have been properly massaged, then comes the talk about "contract" for our resources which is then hurriedly facilitated. Then you would love to hear how the English media would shower them with praises, enough to make Caesar's constant "northern star" waver, as did the mighty one himself, on the eve of the "ides" of March. President Shagari for instance was lavishly described as: intelligent, soft spoken, detribalised, meek and unassuming; the most important Blackman, etc.
We also remember how they carefully selected their adjectives to describe Field Marshall Idi Amin-Dada, VC, DSO, MC, etc, another product of British machination in our politics. In the early days of the regime he too was described as "intelligent, gentle giant, a man of few words" etc. Amin lasted long enough to disprove all these adjectives! He too was made to wine and dine with Her Majesty, in the summer of 1971, when back home here there was a wave of killings by the Army, leading to the death of Col.Ochima and others. Like with M7's regime today, the British hailed Amin's murderous regime, until he decided to expel the "non citizen" Asians, "throughout and completely".
As for Museveni they stand warned again that their favourite "baby" has, this time soiled his nappy for the whole world to see. If they don't change it now, then they could be in for a worse embarrassment, sooner rather than later.
The so-called international community is well represented in Uganda through their Embassies/High Commissions, Attaches, accredited Press/News agencies, NGOs etc. These institutions despite their knowledge of what has been and is still happening in Uganda have conspired to keep a glossy picture of this kleptocratic, corrupt and genocidal regime. If any thing, they have ensured that overseas donors are made to pour endless amount of free money into the bottomless pit (M7's pocket) to make up for the theft which goes on, also endlessly in the regime. When the regime falls, as it must soon fall, they know where to recover their money from. Not from us and future generations of Ugandans. The so called "commonwealth" in which only the white countries are wealthy, from our wealth have, despite well documented evidences of gross human rights violations, genocide, wanton theft by the regime etc and despite objections from many Ugandan human rights groups and pressure groups, insisted on bringing COHGM to Kampala, just to provide the excuse for crowning their most trusted agent, M7 as Chairman of the useless body of "emancipated" victims of colonialism. Now, if there is any justice at all in the world, then he could well vacate the chair mid-term, for a seat in the ICC court in the Hague. It will be yet another embarrassment (since Idi Amin) for the obdurate British king makers, deceivers of her Majesty the Queen.
The British establishment, as a former colonial authority can not continue to pretend that they are unaware of the true nature of the regime in Kampala, under M7, given that they have the highest level of representations in the country, via their NGOs/News Agencies/High Commission, some of the Crown's ex-Ministers living here anonymously, their absentee landlords, plus the thousands of their dispensable "technocrats". They cannot pretend that they are unaware of the many killings of high ranking Ugandans which gets reported regularly in our media, or the existence of concentration camps in the North similar to those of Hitler. Many Ugandans (KAR), especially from the affected areas, died defending them from Hitler. If concentration camps were bad for Hitler's victims why do the British approve of ours?
You have ably cited the prohibition laws/conventions of 1972 (biological) and 1993 (chemical), of which the culprits are accused, in your second posting of the day, on 30/07/08. According to English legal practice the case is still subject to "sub judice" rule. Our MPs should nevertheless treat the reported news of our Head of State's implicit association, with his top employees (agents) to acquire chemical and biological weapons clandestinely, in violation of international laws/conventions, as criminal and treasonable. No doubt, if conviction should follow from this case, then automatically the case for indictement of all accomplices/secondary participants, etc, in the crime will have been made out. Even without this court case, we already have enough rope to hang this evil regime, viz the UN's acknowledged and documented guilty verdict for the plunder of Eastern DRC's natural resources. What about human resources - millions of lives which have been decimated? Why are the collateral consequences on human resources being ignored? Is it that Black human resources do not, in the Whitemans' eyes matter as much as their gold and silver? Equally there are sufficient independent reports, and evidences (such as the concentration camps) confirming atrocities and acts of genocide in North/NE Uganda, by the state.
I would also like to suggest finally that, if appropriate, our opposition MPs should register their dissatisfaction regarding the apparent connivance of the "servants of the Crown" and their corporate agencies, including their "free" press in this country, with such a despotic regime, leading to the British parliament and Her Majesty's government being misinformed about the true nature of the M7 regime, over the years.

On Biological /Chemical weapons, this man is telling lies. How does one make equipment to detect these weapons without having those weapons to help one confirm that the equipment so manufactured can do the perfect detection job? He is in the dock on this one. Meantime thanks for this revealation. I wish there was a way to let all Ugandans know this dangerous development. Concerned citizen.

In the 90s here in UK, a company by the name of Matrix Churchill was helping Saddam Hussein to build the longest gun with full knowledge of the British Government, according to the press. This company supplied some materials relating to Saddams big gun. The world came to know of it when the Israelis blew its cover! Matrix Churchill also had a license.
In Britain, there was another company Amnesty International claimed was supplying the Museveni regime with torture equipment. This company was also operating in full knowledge of the British Government. So what is Ian Day trying to tell us?

Dear Editor,
As I have always said we cannot thank you enough you, and your team, for the great you are doing to help us Ugandans fighting for good governance in our our country. What you are doing is what is really true patriotism as opposed to Mr Museveni vision of selling our country and now start killing inocent people with WMD.
Ths is in response to Mr Ian Day's claims that he is running a legitmate company that is supplying detective equipments for Biological and Chemical weapons.
Mr. Day it is so sad that some of you guys still think that the world has not changed yet, that the old tricks of telling clever lies will make people believe what you say. I must assure you that in this 21st Century there may be only a few but there are people who have come to fully know that some of you guys you are so greedy to the extent of getting innocent people killed so long as you get money.
At least we now know that in most cases people, even from Great Britain speak one thing when unfortunately they meaning something else (is this what we call HYPOCRISY?). It is so sad that you have taken time to compile what amounts to a pile of garbage and you yourself know that you are actually lying. Perhaps you still habour that mentality that Ugandans are so naive that they will buy the lie that you are only trying to protect us, (sorry not us, but this fellow greedy thief in Uganda and his family)?
For generations the western world have been the number one trouble causers in the developing world, specifically in Uganda. You think that you are making a point by telling us that you are dealing in a legitmate business by selling protective equipments, but can you name only one company that has ever come out in the open and confessed that they are actually selling WMD? It is so sad that once again some people from Britain have chosen to side with an evil monster (I mean M7) in the exercise of killing innocent Ugandans and plundering our country.
Mr. Museven is busy killing innocent people, committing genicide both in UGANDA and in neighbouring contries, he has confined people in concentration camps and poisoned people with yet unknown poisons (chemical weapons?), but the so called international community is pretending that they are not aware of this - IS IT SIMPLY BECAUSE THESE WEAPONS ARE SUPPLIED BY BRITISH COMPANIES?
I want to assure you that one of these days MUSEVENI and his cronies will go, and many of these attrocities and crimes will be put in the open for the world to see. Now I am waiting to hear what the PM Mr. Gordon Brown or whoever will be in charge will have to say.
The world is changing and I assure you that the day will break on you and all those deals done in darkness will be brought to light, I dont care if you believe this or not but it will happen,
Thanks editor,
Munnasingo
