We have got reliable reports that the government of President Yoweri Museveni has been beefing up its security by buying more intelligence equipment.
The latest equipment, one of our sources says, is high frequency electronic eavesdropping equipment from Canada to be used for tapping phones. The equipment used by CMI and ISO now is also from Canada.
CMI has a high frequency microwave listening antenna located just near the Mulago roundabout opposite the Government Chemist's office.
It is the one used to listen to conversations of suspected opponents of the NRM regime. A mobile phone is essentially a very advanced, full duplex walkie-talkie so it uses radio waves. In order to tap phone conversations equipment that tunes in to and filters these radio waves is required.
Meanwhile, we are also hearing from this source that next year the Museveni dictatorship is to import arms from North Korea. We do not yet have details on which types of arms they are but we shall report when the consignments arrive.
Museveni is digging in as his authority becomes weak and his fear of coups or an assassination become sheer paranoia. A source within ISO told us that there was an assassination attempt or plot on Museveni around April or May this year.
After the previous coup attempt by the late Brig. Noble Mayombo, Museveni is not taking any chances. The facade of leading by a popular mandate at the ballot box is becoming too difficult to keep up. Despite the public appeals to voters on behalf of his NRM party, Museveni has been quietly taking the stance of a man who knows that the chances of a peaceful transition to a post-Museveni era are all but nill. Trusted intelligence operatives have been tasked to keep a close eye on his supposed enemies in Rwanda, who he fears will give aid and comfort to plotters in Uganda.
Of recent Museveni has been moving around with escorts carrying large briefcases to big public functions like at Kololo airstrip. The cases contain anti-bomb equipment, the details of which we are not free to disclose at this time.

Dear RK.,
thanks for the information about the on-going programme by our Excellency, Head of State and Commander of Armed Forces to import those important gudgets neccessary for our country's security. Let heads of other departments too like medical, education, energy etc... do likewise. It is a cred on to our man for being responsible and an exemplary visionary leader. Security of the State is prime especially when instruments of terror is on the increase globally.
You cannot believe that some districtslike Kibaale in 2002 had a lot of funding for water and sanitation but the leaders "sat" on that money till it was reclaimed and was taken back. Such leaders tend to make the population think that the NRM is not working yet they are only to let their people down. In a democratic State like Uganda, the Population should be empowered to vote such miopic leaders out of office lest they continue to "darken" the positive side of the NRM government.
Long live NRM long live Kaguta for the Visionary leadership of our motherland.

Dear RK,
The security brief cases that move with Museveni and were displayed at Independence day at Kololo air strip are Cellphone High Power Jammers (C-Guard HP). Their use is to block all cellphone signals in the area since the phones can be used as remote controlled detonators for a Remote Controlled Improvised Explosive Devices (RCIED).
There is a small twist but yes, precisely that.

Thank you for the effort you put in to open the eyes of the Ugandans and I would like to let you know that you still have a lot to do if we still have poeple like Kairu. At time I just can't under stand which type of cell matter is in some peoples heads!!
Kairu why do you ashame the Basoga? If the Museven can stand to say that he doesn't know the Kyabazinga and he was behind all the smelling games to elect him. And for your information on which grounds does Museven poke him nose in the kingship issues?
You may find that Kairu is the kind of a person that does not care for other people and he cannot think beyond his nose.
I wonder what pushes Kairu to say that long live NRM because it has sold off all the gov't properties or because it has created under-development among Ugandans? Is it because funds are eaten by the Gov't or it is because Ugandans are so rich that the NRM should long live?

The issue of Museveni buying more sophiscated intelligence machines is just nothing but a show of fear and cowardice. Yes, you will agree with me that this Museveni is just guilty of all the wrongs he has done to Ugandans and her neighbours. He is thus scared of revenge. It is not for a democratic intention , the way this chap kairu ( comment number 1 ) puts it.
This is a gross and selfish misappropriation of resources. How come, when it comes to raising $225m ( 400bn UgX) for resttling internally displaced persons, this govt goes around begging from donors. But when it comes to buying sophiscated military machines just for only Museveni & family, this same govt goes around splashing cash? What is even more annoying is that its ONLY Museveni's personal security, NOT Uganda as a nation that is guaranteed. The likes of kairu are just drum beaters, possibly out of ignorance or just excitement over nothing for this NRM. How do you say uganda is democratic? I believe you were not in Kyadondo in the past few weeks. What happened there is another dark tale for another day.
When you talk of kibaale people just 'sitting' on money until it is taken back, and at the same time you exonerate NRM, I just doubt your understanding! Cant you see that it is an indication of a non functioning and very corrupt government, rotten from top to bottom? I will also ask you to ask Nasasira when the Northern by-pass will ever be complete, since according to you, NRM is working and therefore should "live long".
What about this parliament of ours? Where on earth have you ever seen a minority report surppasing the majority report? Let alone being offered just $2,000 just to amend a constitution and lift term limits in order to keep a life presidency? How about this twist of exonerating Mbabazi and Suruma and sacrificing Kagonyera & Jamwa, yet they are all culpable in NSSF scandal? This Museveni of yours last week got angry with Monitor for writing about salary disparities of proffessionals as compared to his political largese. He labled the paper as just telling lies and that he will sort out the stupid media. Bwana Kairu, in fairness, just ask him to produce the salary slip for an RDC and that of a govt paid doctor. Then lets see if Monitor was telling a lie.( RDC gets shs 2m per month , has a car, escorts, fuel, alllownaces etc, His education dosent matter and a medical doctor in govt gets shs.560,000 per month , with PAYE inclusive, after about 6 years of training in medical school with 10,000 patients to treat).
Museveni and NRM have turned Uganda into a laughing stock, though the blame is now being shifted to the Media.
Bwana kairu, in this 'democartic' Uganda of yours under Museveni, the president is NEXT to God! He is the 'administrative' Chief Justice if you didnt know.

The man spends so much of our taxpayer money on his personal security and leaves us at the mercy of his thugs and intelligence operatives. Yet the best way of security is not to engage in criminal activities like killing and looting. That way people would have been loyal and want to protect him free of charge. But now he is spending so much of our money just to survive when in the end he will not succeed.
His fear is now too much. The man himself is a traitor and master planner of assasinations so he is very aware of the points which can be used and tries his best to close off all loopholes.
Anti-missile technology on the presidential jet is now a must. This technology of Infrared Counter Measure (IRCM) is used to deter like the portable, easily concealed shoulder-launched anti-aircraft missiles like the one they used on Habyarimana in 1994. It works by detecting incoming missile and gives a warning then tries to divert the missile away from the aircraft. Even some few airlines use it now.
This type of missile they are not so hard to get, that is why Museveni speaking as though for him he lives in a first world bubble said the presidential jet "is also good because you don't land in third world airports which is risky" President Museveni wants new jet Monitor Dec 8, 2007. He forgot it is him who has made this whole region unsafe.
I heard also that the presidential jet sends out waves to jam mobile phones for at least one kilometre radius around Entebbe Airport when it is landing.
By the way, the Shell petrol station next to Grand Imperial Hotel and opposite the High Court in Kampala is the PGB and Presidential fuel depot. They have to maintain big reserves all the time so that even when there is no fuel in the country, Museveni has unlimited supplies.
I also heard that Museveni's son Lt. Col. Muhoozi Kainerugaba has moved back to State House where he will be living and operating his military duties.
After Brig. Mayombo came close to staging a successful assassination on Museveni, he is taking no chances so he has put all eggs in a safe basket and kept Muhoozi nearby in case the PGB get ideas like the rest of us Ugandans and they decide to go for the man.
Most of us PGB soldiers do not like Muhoozi at all. Museveni knows it, that is why he has given Muhoozi his own signaler and military radio to keep tabs on military radio communications and he can send in crack loyal units to quell a coup if it comes.

RK, kindly inform Ahabwe from Mbarara that Mr. kairu is right in the sense that securing sophiscated Intelligence machines is done in many if not all countries for national security.
if Ahabwe has ever been in position of leadership be it a prefect of some primary school or in any civil society in Uganda, many co-workers are jealousy and even those being led which make them to brand on their leaders all negatie things. It worsens with higher ranks of those in political positions like Museven. Many will even draw catoons blackmailing him but that does not solve issues. And by the way it effects serious leaders less. They may even not read that junk. Important is to addrress issues using legally acceptable platforms like councils.
Non performers in public service do so due to making op leaders appear to have failed or are greedy or born as non perfomers. just check in their homes, they may even not have toilets. Shall e blame Kaguta on that. May be we can ask the public to vote such people out of office using legal means. Or we can borro a leaf from Rwanda where public servants make Performance contracts and swear to their people. Whoever fails also sees it clearly that he or she as failed and shown where to go! There are many means but that is just but an example!
On the issue of salaries, a new scaling method would solve our issues and discrepancies but through the public serivice. To me even a primary school teacher who opens the door to all professions deserves more pay! Think about it my dear Ugandans.

The likes of odongo, who together with their 'god' Museveni continue burrying their heads in the sand, are just a time bomb to society. Bwana odongo, what wrong or lie has Ahabwe of Mbarara said? Is not true that Museveni's govt is very corrupt? Is not true that its is only the first family that has first priority in security? Do you know that government spends ten times more on statehouse spends than it spends on Min of Agric that employs 75% of ALL Ugandans, the people that have been 'mordernising" for 23 years but with no evidence of change!
Where is the jealousy talk coming from in these matters raised by Ahabwe? Adongo, you sound too childish and unreasonable! These simplistic comparisons of yours, regarding people not having toilets, just shows how bogus you are. You forget that even in the developed world, such things like toilets are seriously taken care of by law! You cant rent out a house before it is recommended as fit for humans! it has even gone up to point where garbage littering is a crime with heavy fines. This shows you that a functioning govt looks at even the the food you eat! Is it fit for humans?
Odongo's views are too simplistic to take seriously. What should good leadership look like then, if Ahabwe is lying? Uganda is a laughing stock indeed with people like odongo, kairu ( comment no 1) and the list is endless. You can console yourselves, supporting something you even dont understand. You call failure, success, wisdom you call foolishness, poverty you call wealth, wealth you call poverty, dictatorship you call democracy, good caution you call envy! What type of people are you?
