Desperate Museveni Re-shuffles Intelligence Personnel

An article titled "Museveni shakes up CMI, fires 5" by Risdel Kasasira is on The Daily Monitor website of December 8, 2008.

It says president Yoweri Museveni has reshuffled army officers at the Chieftaincy of Military Intelligence [CMI] and senior UPDF [Uganda People's Defence Force] officers working under United Nations security missions.

The changes were announced via different military radio messages by the chief of defence forces, Gen Aronda Nyakairima in the past few days, the latest sent to all UPDF units last Wednesday [3 December].

The new positions include

  • Director of External Intelligence in CMI
    Lt-Col Moses Bitumbika
     
  • Director, Research and Analysis
    Lt. Col. Willy Muhabuzi
     
  • Director of Counter-Intelligence
    Lt. Col. Henry Isoke
     

The misnomered Chieftaincy of Military Intelligence (CMI) is used by Museveni primarily to spy on and "deal with" (read: intimidate, kidnap, torture and murder) members of the civilian population rather than gather and process intelligence related to military matters as one would have thought. As Museveni's hold on power weakens, the primary mission of all security organs has become detecting and "dealing with" perceived threats to his presidency.

According to senior intelligence sources within the PGB establishment based at Entebbe and Chieftaincy of Military Intelligence (CMI) in Wandegeya, Kampala, Radio Katwe has been identified as a major problem that Museveni (the "Great Cowardly Warrior" as this officer called him) is desperately trying to deal with.

Another highly placed official within counter-intelligence who has been very close to him since the early 70s revealed that the president is continually upset and stressed out by the constant stream of top secret information about his past 'dirty ops' activities put on display for the whole world to see. He said Museveni is highly suspicious that his former 'comrades' in FRONASA and NRA are responsible for bringing out this deeply embarassing and incriminating information that was formerly known to only a few.

The president once remarked in passing to a close confidant that by opening this vast skeleton closet, his colleagues are not just interested in discrediting him, he fears that the various allegations will be used as starting points for future investigations and indictments against him, while his nameless accusers get away scot-free. Museveni said he regards the many heinous crimes he authored and participated in as a necessary price for 'freedom', in the sense of a few eggs have to be broken to make an omelette.

The purge of senior officers in the intelligence organs should be seen against this background, that Yoweri T. Museveni is feeling cornered and has started lashing out. The code of silence based on "honour among thieves" which allowed him to go undetected, enjoying a semblance of respectability and honor for decades is collapsing and he is now struggling to restore discipline.

In a bid to infiltrate Radio Katwe, among the people Museveni secretly ordered intelligence to surveil are the likes of General David Tinyefuza, Maj. Gen. Jim Muhwezi, Brig. Henry Tumukunde, Amama Mbabazi, Maj. Gen. Kahinda Otafiire and also CMI agents like Lt. Col Butuuro, Captain Kamusiime, Major Rubareme, Major Balinda and one Naboth. Intelligence was tasked to look for evidence of contacts with CMI defectors who fled to Europe, especially London, but nothing has come of it yet.

Fearing that ISO and ESO has many agents who collaborate with Radio Katwe, Museveni has also created an external department within CMI tasked with tracking down Radio Katwe operatives based in Uganda, South Africa, Western Europe and North America.

Also in the hopes of diluting the influence of the older generation, most of the new intelligence graduates within PGB are being posted to ISO, ESO and CMI to ensure extra security for the man once thought to be a force for progressive change. But this move is not without its risks as one of these young men was heard referring to a certain Mzee who goes by the label "Butcher of the Great Lakes Region".

From top secret plans that are still taking shape, we forecast a coming "slaughter" in ISO and ESO. You are going to see senior officers from these organs being fired, or put on katebe.

Museveni knows that by firing and purging based on mere suspicions he is taking a huge gamble as it will cause justified resentment, but the pressure to do something is getting too much for him. State House sources say from his actions these days, the man feels he is being slowly encircled and just can't sit and watch helplessly.

The source also intimated that over time, the president has spoken of one effective way that he knows can stop the damaging leaks but the problem is it is a too painful a decision for him. The specific idea wasn't revealed but speaking in proverbs, the confidant likened it to cutting off an arm, or gouging out an eye in order to save the rest of the body, something which a man who has historically shirked true self-sacrifice is unlikely to do. Sacrificing others has always been his favorite method.

It is also worth noting that most of the purged officers are from the president's adopted ethnic group, and outwardly they all exhibited loyalty to the point of servile compliance. This has sent a strong signal to all men and officers that when his interests are threatened, anybody regardless of service record or tribal affiliation can and will be sacrificed.

I would like to comment on the article "Desperate M7 Reshuffles Intelligence personel", let me rephrase it this way "Confused Museveni breeds new goats"

I decide to call them "goats" because he will later slaughter them. Where is Mayombo? Where is Shalita? etc I cannot imagine that fools still gladly take on intelligence appointments. Now learn this you "goats", whenever Museveni hires you for such a job, remember someone else will be hired to spy on you. We have seen many intelligence "goats" slaughtered because their counter-spies decided to give wrong and malicious information against them to the confused M7.

Museveni does not trust anyone, not even his own eyes!

Museveni`s recent re-shufles prove one thing : his is a tribal army, period!

99.9% of the names that were published in the Monitor belong to Officers from one tribe.

How can any intelligence agency hope to be effective if it excludes other players?

Thank you for continuously informing us about the going on in the hyena's den. Museveni owes his legitimacy, or is it illegitimacy to violence, not election or the law of the land. He already publicly stated that he is the Occupation Director of shedding other people's sons and daughters' innocent blood. Therefore stockpiling spy gargets and weapons to defend himself at the expense of the whole country is no big deal.

With spies behind spies, the State House and operative organizations must be literal hell on earth. Therefore the rank and file of the rest of the UPDF soldiers should be happy in their mama ingiya pole lifestyle. Where there is freedom there is happiness; unlike the PGB and the latter who are permanent suspects.

I can begin to see one day one of the PGB soldier's snapping in hysteria and kill somebody big, like the former Prime Ministers of India Hindira Gandhi and her son Rajiv Gandhi were killed.

Tragedy is always lurking where there is obstinancy.

THE STRENGTHENING OF CMI IS A MOVE AGAINST MBABAZI SUPREMACY

Dear editor and readers,
this is the time to see through every step that Museveni takes these days. The recent reshuffle in CMI was purporsely meant for only and only one mission, namely TO REDUCE THE POWERS OF THE SECURITY MINISTER MBABAZI. How does this equation come in?

While at state house and chairing the NRM caucus call it carcass if you want, Museveni promised those fighting Mbabazi that he was goin to discipline him admnistratively, and indeed this is the beginning. Museveni is going to take away all the powers and assignments from the ministry of security and hand them over to the police and CMI, the new external intelligence unit of CMI shall render ESO a toothless bull dog, like Kayihura and his Rapid Reaction Force have rendered ISO a useless instituion.

Museveni is now scared of any Mukiga who is in high position, a man like Kamusime is a Mukiga, at least if we believe Barak Obama is an African American. Captain Joseph Kamusime's father was a Mukiga and his mother a Muhima lady. And it seems Museveni has weighed the Mukiga instinct in Kamusime and found it to be more dangerous, and what happened--HE FIRED HIM. Museveni is going to take away all the gadgets of ESO ans ISO and give them to CMI, PGB and Police and we shall be in a total...

Museveni building his tomb

"Desperate Museveni reshuffles Intelligence personnel" made my day. It exactly means that; Museveni is desperate.

As he fortifies himself we can easily start celebrating because it means the chap has started building his tomb. Fortifying himself means he has to put in extra "protection" (read arms). It therefore means that there will be more bullets pointing at him, more bombs waiting to explode, more killing machines surrounding him. In short Museveni will be living in an explosive can.

And indeed his time is coming; slowly but surely and we are about to get him to a situation where the only alternative left will be his death: Option A; DEATH, and Option B; DEATH.

Dear Radiokatwe,

Reading today's new vision newspaper made me laugh and I remembered the article "Desperate Museveni Re-shuffles Intelligence Personnel".

The New Vision story is President meets royals". For sure you can see a desperate fellow trying to hang on each and every straw as he drowns.

All the serious Royals have now seen through his hypocrisy and are deserting him so fast, so are any serious minded people, be it Ugandans, Africans, international leaders and groups.

Ugandans, please take a close look at this photo, all you see is one moderately obese looking fellow with a shining forehead and a big round face and the other 5 chaps are poor and desperate, looking for a few coins from the Sabagabe!

This fellow I mean Museveni would very much love at this point in time to stand side by side with the likes of the Kabaka of Buganda and not these desperate looking Ugandans who by the way left State House with "brown envelopes" after posing in this cheap photo. But the smart Kabaka has shunned him, GOOD!

Considering he has no respect for his own ministers, armed force service chiefs, MPs, family and us ordinary Ugandans, then how can anybody think Museveni can discuss developmental issues with these scruffy looking "royals"? Apart from pretending to love "his peasants" during election time and con us of votes?

Shame on you His Excellency, the president of Uganda and Commander in Chief (some now call you conman in chief as proved by your cheap gimmicks).

This cheap popularity will lead you nowhere mzee. Divide and rule tactics just do not fit your so-called imagination of your pet song of being a strategic thinker, a misuse of words.

Boy, your time is coming to any end and this is what despots do whenever their time is fast coming to an end. Ugandans dismiss your gimmicks with contempt.

To Ugandans, you just increase the pressure, the snake is cornered and it is now time to hit its head hard, if you have a long stick, you throw at it, if you have a stone, please throw at it, otherwise an injured snake is very dangerous.

M7 is a dying horse he has failed to professionalise the Army he is now trying to fire some, replace others. No wonder they call Kimaka Army College, one wonders what products come from that so called college. Why does his son go to other Army colleges? The so called professionals are locally trained in Kimaka?

AS much as I know there is no professioanl soldier in Uganda, actually a guard who has served in Iraq is much better than an ordinary soldier, ask any soldier about Rules Of Engangement (ROE) and see if he can understand you. Well what is happeninig in Ugandan Army is just a one man's family Army.

As the end of this regime draw nigh, Sewer Rat in Chief(M7) gets more and more paranoid, shuffling his tin soldiers here and there.

If he had any comprehension at all, he would have recognised that everything has a beginning and an end.

But alas, lacking a good upbringing and totally unschooled in civilised manners, he will try to cling on to power to the very end and if necessary take the country down with him.

Just look further south on our continent and see what that old goat Mugabe has done to that once beautiful country of Zimbabwe to get the gist of what I mean.

Dear RK,

The very fact that all the reshuffled, katebbed, appointed, etc, come from the same village and tribe should be very disturbing to any patriotic Ugandan. Surely, something needs to be done to rid the nation of such a tribalistic regime, which doesn't seem to realize that Uganda is comprised of more than 50 Constitutionally recognised tribes.

Meantime, Ugandans continue to be passive and, reportedly, praying. They hope some wonders might drop from the air like the biblical manna. Damn it!! Museveni and his family are also saved, in the christian sense. One daughter even runs a gazzeted balokole church!!

Ugandans should look across the border in Kenya for a feel and inspiration on how to handle aspiring ulra-tribalists and dictators. It was not without bloody pants, though. This is the gist of the problem. We are afraid to bleed.....forgetting that we have already lost all...unable to pay the Kaguta fees, unable to pay the Kaguta-fronted Umeme bills, unable to find a proper job unless you are from western Uganda. I know of a family from the east with five graduates sitting in their father's house. Furthermore, unable to secure scholarships abroad unless you are from western or State House (allegedly one University in USA has only scholarship students from that "Holy Region").
