Dear Fellow Ugandans,

Various Intelligence Services in the country that form the Joint Intelligence Committee (JIC) have now all reached the same conclusion, that our boss the one and only "Visionary" may be behind the on going rampant fires and arson attacks around the country.

First, a short review: early this year (see "A warning to prominent Ugandans" of 18 Jan on our front page -Ed), I warned Ugandans that Museveni was busy meetings with some of the former FRONASA assassins at his homes in Rwakitura and Kisozi, in particular one man who is now known to be the most ruthless assassin and carries out most of Mzee's most top secret missions.

This man disguises himself as a peasant wearing tattered, threadbare clothes coming to meet and beg for money from Mzee (in reality getting his pay cheque and for instructions) but in the evening, you find the same man dressed in expensive suits seated in the best hotels around town, Golf Club, Serena etc looking quite dignified. He has been spotted at our Embassies in Europe and America, ready to strike.

We hear he flies Business Class on BA, Kenya Airways, South African Airways and Sabena as he collects information on business men, government officials, MPs, Army Officers, who also fly Business Class. So be aware of an oldish man (50's - 60's). Unfortunately, because of the high security areas we work in, it is extremely difficult to use a camera. But according to some high level sources who claim they have a clue on the man's identity, his head has a striking, distinctly odd shape. This is he who injects people with poison. (Note, he may henceforth take to wearing headgear or other disguises).

As an ominous sign, this man has now become a frequent visitor in State House and to further disguise their meetings, he often travels to meet the Museveni outside the country as part of a Ugandan trade delegation.

I can now warn my former colleagues in FRONASA, NRA/UPDF, NRM and others in the opposition who are now frankly and openly opposing Museveni that he may appear quiet and tolerating open dissent now, but is not sleeping, and they should make their moves knowing the other party will at any time also make a move to finish them off unless they take precautions.

Movements and telephone conversations of all senior officers in the Army and intelligence services are now being monitored. For instance, a team of young cadres were deployed to watch what was going on during the funeral services of Tumukunde's mother at All Saints Church. May God Rest her soul in eternal peace.
As a result of the frank talk that went on there, (see storyTumukunde, Muhwezi Museveni -EdM), you will see some arrests soon.

Mzee is highly suspicious of all senior army officers because he is fully aware that most of us do not approve his methods. Most of us the historicals have a very low opinion of his leadership and personality, having realised we were duped and have all along been serving a greedy and ruthless dictator who only loves only himself, not even his family.

Back to the main story: as you may be aware, we have various coordination committees, Joint AntiTerrorist Task Force (JATT) and the aforementioned intelligence coordination committee (JIC). These meet weekly to compare notes.

According to our colleagues who sit on these committees, some members from other services like Special Branch, CID, ISO and ESO strongly believe without mentioning names that "Mzee" (M7) 'knows a thing or two' about the ongoing fires.

According to these security agents, some of the suspects always end up at CMI offices or JATT facilities in Kololo Summit View and this has been brought to the attention of Col. Leopold Kyanda who denies it but claims he will investigate though nothing comes of it.

According to high senior sources and I belong to that group, our so called "Revolutionary" the "son" of Kaguta is panicking as the election year 2011 approaches and senior NRM party members are making unwelcome noises or even intend to defect. His intelligence boys have already given him some names but knowing him, he will prefer to keep his month shut and enjoy while it lasts.

Having failed to deliver on the so called "Fundamental Change" and realizing that many Ugandans including "his peasants" are now waking up to the fact that all along, Mzee was just a common conman ("Conman in Chief" as the officers in Bombo call him - by the way stand warned, boys have been deployed all over the place so be careful. Some of these brainwashed young boys are naive, still excited and eager to impress the Hyena and may not see the big picture and have you arrested instead), he has laid out the following plans:

• Major Towns: Create a situation around Kampala, Jinja, Mukono, that allows him to declare a state of emergency; hence Ugandans will see a steep increase in terrorist activities by the one and only Revolutionary from violent robbery, petty theft, murders, arsons, bombingss, assassination of the NRM old guard, etc and blaming that on ADF. People around Kampala may not vote come 2011. Keep watching as the State (read Museveni) sponsored violence increases.

  As most of you are aware, this tactic of unleashing violence to "win" elections has been tested and proved effective, just ask another African "revolutionary", one comrade Robert Gabriel Mugabe.


 
• The North: Restart the war in the North and declare that it a "special security area/zone", thereby preventing the whole of northern Uganda from voting. You can now see, UPDF is engaged in killing people in Southern Sudan, (a trick we perfected in Luwero) under instructions from M7 to claim that Kony is back. A war in the north and east is on the way, and the people in the north are going to experience their worst ever period during M7's regime. People like Mao should take these warnings seriously and take whatever pre-emptive action they can immediately, otherwise they will not live to tell the story.

 
• Busoga: When we returned from Japan early last month, Museveni headed straight to Jinja/Bugembe to meet the Kyabazinga Isebantu. (visiting Busoga made me remember our colleague the late Captain David Wako (RIP) who was at one time the Chief Bodyguard and in charge of operations but Museveni let him die like a pauper, without even contributing a cent for his medical expenses). The Busoga Kingdom should now know that it is Museveni who told their king to kick out this so called Professor Prime Minister, Prof. Wasswa Balunywa who was subsequently "sacked over the radio". He knew that this man had the ability to unite the Busoga and make them realise that they have all this time been used by this regime.

  The all time Revolutionary lied to the Isebantu that he has been sending him money to complete his palace but Busoga Kingdom ministers were eating the money. The result - you now have a divided Busoga, with various factions at the beck and call of State House. Mission accomplished.

• Buganda: Buganda/the Baganda are in big, big trouble with Museveni and he has made up his mind to destroy their kingdom even if it is the last thing he does before he dies. Plans are underway to sell all available land belonging to the Kabaka, take over CBS and stop it from broadcasting, kill senior Baganda business men, army officers, destroy through fire etc their schools. Soon, you will see Vice President G. Bukenya embroiled in various scandals that will lead him to prison (Luzira). Don't say never, at the height of his popularity and power, who could ever imagine that the late Dr Kiggundu who we buried just the other day would one day end up in a filthy prison cell?

  Makerere University will be destroyed and/or sold off to an "investor" (see a hidden motive behind the recurrent financial difficulties caused in part by government intervention and intransigence), hospitals will be destroyed, etc. In other words, Buganda, the more developed part of Uganda, the region that has most of the essential national institutions and facilities is in the dictators sights. His rage knows no bounds.

• Judges: we have now deployed ISO/CMI agents around "sturbborn" (independent minded) Magistrates and Justices and soon, you will see scandal after scandal involving their families, children, wives, relatives etc, mention it. Their phones are already being tapped, bank accounts checked on a daily basis including those of their family members. The situation is worrying because come 2011, most of the respectable judges will be no more.

 
• Catholic priests and Bishops: We have deployed ISO/CMI agents around them especially this "stubborn" (i.e plain spoken) Father Kanyike at St. Francis Chapel, Makerere University. He speaks the truth and we respect him but Museveni is fed up with his stories and fears that he may be instigating (read opening the eyes) of the university students. Father, at least I have warned you. I'm sure you are not a careless man but there is no harm in taking extra care. Avoid a very predictable, routine schedule and double check all the people who work in the Chapel, at your home and those who have access to you, or to places you use. The same caution goes to the Bishops of Kampala and Masaka, we in intelligence are under orders to have you in our sights.

 
• Journalists: gentlemen and ladies, watch out. We have you in our sights and at any time instructions may come through. If you are not lucky to have friends in intelligence (for a tip off), you may be hit by "robbers" and left to die. At least I have done my very small part and alerted you.

 
• Opposition: Lastly, the political opposition, people like our Doctor (KB), these NRM historicals, MPs who want to defect, etc. Watch out. Though since we have direct communication with many of you, you will always be updated as we have done in the past and will continue to do till we are discovered and eliminated. Pray for us and our country. We need to remain in the system to warn you as fellow Ugandans, even though we may not agree on some things.

Fellow Ugandans, I am warning you because I have been around this man Museveni for more than 30 years and I assure you, we are heading for very hard times. My purpose in alerting you is we try to reduce the risk to the country. It will be harder for them to carry out their evil deeds secretly as has been the case in the past.

It is our hope that many of these now secret plans will abort and be abandoned, but we cannot emphasize it enough, Ugandans, the days of turning a blind eye are gone. Be extra alert, question and observe everything, take extra care and precaution in all you do. The dark horseman of death is stalking us again.

Lucky enough, most of the senior intelligence and UPDF officers do not support Mzee's methods that is why you are increasingly seeing young officers, still wet behind the ears and think they know more, come to the fore. And these young friends of ours are the ones committing all these atrocities you see around. Yes, we have older, senior traitors like Tinyefuza and Mbabazi though both have their selfish interests, and they should know that since he has no friends, it would be unlike Mzee to trust them either. It is a question of who will eat the other first.
