As the situation in Kampala continues to worry Ugandans, there has been a new twist to the saga of the arrested Mengo officials.

Today the High Court sitting in Kampala decided to free the three people, Medad S. Lubega, Betty Namboze, and Charles Peter Mayiga. But as they were still greeting their families and wellwishers outside the High Court, men of the Joint Anti-Terrorism Team (JATT) came and arrested them again.

The JATT is a unit attacked to CMI and it has been used by Museveni to carry out his directives including trumping up charges against his political opponents.

The whole day on Thursday there was still tight security around Bulange Mengo the official seat of the Buganda kingdom. Men in police uniform were heavily deployed around the wall and in the surrounding area.

The Overseer of the Uganda intelligence services, General David Tinyefuza, mean while was in a second day of leading negotiations with the Buganda Katikiiro, J.B. Walusimbi.

Tinyefuza's team wants to give directives to Mengo to change the programme lineup at CBS radio, sack some presenters who are known to be very pro-Buganda and stop people like Namboze and Mayiga from appearing on radio or Mambo bado the talk show on the weekend.

Mengo has said it cannot accept such conditions. Youth of the Zzambogo association have been putting J.B. Walusimbi under pressure to take a hard stand against Tinyefuza's conditions for releasing the three arrested persons. On Thursday Zzambogo boys stormed Bulange with a memorandum warning the Katikiiro against giving in to Tinyefuza.

Tinyefuza has also been concocting "evidence" against the three persons. President Museveni is being kept fully briefed of all the negotiations and falsifying of evidence.

It is worth noting that the demands Tinyefuza is making are aimed at denying innocent Ugandans their consitutional rights and have little to do with the armed violence and other "terrorist" activities originally levelled against them. Museveni has repeatedly, as recently as two days ago in Jinja, vowed to silence Mengo.
